It allows for some breathing room for lawmakers to write a new farm bill, although farm groups and advocates urge legislators not to take too long.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rob Larew, president of the <\/span><a href=\"https:\/\/nfu.org\/2023\/11\/16\/nfu-encouraged-by-farm-bill-extension-urges-timely-passage-of-five-year-bill\/\"><span style=\"font-weight: 400;\">National Farmers Union<\/span><\/a><span style=\"font-weight: 400;\">, said in a statement that while the NFU is encouraged by the support for the extension, it will\u00a0 now \u201curge Congress to channel that success toward getting a new farm bill done in a timely fashion. Family farmers and ranchers must have clarity about the status of farm programs to make informed planting and business decisions heading into the next growing season,\u201d and the current extension only provides that clarity in the short term.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">President of the <\/span><a href=\"https:\/\/www.fb.org\/news-release\/afbf-appreciates-farm-bill-extension-urges-new-bill\"><span style=\"font-weight: 400;\">American Farm Bureau Federation<\/span><\/a><span style=\"font-weight: 400;\">, Zippy Duvall, echoes that statement, asking the House and Senate to \u201cstay focused\u201d on creating a new, modern Farm Bill. \u201cThe current\u00a0 bill was written before the pandemic [started], before inflation spiked and before global unrest sent shock waves through the food system. We need programs that reflect today\u2019s realities,\u201d says Duvall. \u201cWhile an extension is necessary, they&#8217;re running out of time to write a new bill.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The leaders of both<\/span><a href=\"https:\/\/www.agriculture.senate.gov\/newsroom\/dem\/press\/release\/stabenow-boozman-thompson-scott-statement-on-farm-bill-extension\"><span style=\"font-weight: 400;\"> House and Senate agricultural committees<\/span><\/a><span style=\"font-weight: 400;\"> seem to understand those fears, issuing a joint statement reaffirming their commitment to a new piece of legislation. \u201cAs negotiations on funding the government progress, we were able to come together to avoid a lapse in funding for critical agricultural programs and provide certainty to producers. This extension is in no way a substitute for passing a five-year Farm Bill and we remain committed to working together to get it done next year.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Discussions and negotiations on the new Farm Bill have been stymied by opposing views on issues such as crop subsidies and funding for support programs such as\u00a0 the Supplemental Nutrition Assistance Program (SNAP), which makes up around<\/span><a href=\"https:\/\/www.wfyi.org\/news\/articles\/the-farm-bill-expires-tomorrow-heres-what-that-means#:~:text=%E2%80%9CFor%20most%20people%2C%20the%20biggest,85%20percent%20of%20the%20bill.%E2%80%9D\"><span style=\"font-weight: 400;\"> 80 percent<\/span><\/a><span style=\"font-weight: 400;\"> of the bill\u2019s spending. Republicans have pushed for <\/span><a href=\"https:\/\/modernfarmer.com\/2023\/06\/changes-to-snap-benefits-spark-fear-of-hunger-crisis\/\"><span style=\"font-weight: 400;\">more work requirements<\/span><\/a><span style=\"font-weight: 400;\"> and stricter limits on SNAP accessibility, while Democrats have <\/span><a href=\"https:\/\/democrats-agriculture.house.gov\/uploadedfiles\/230807_-_hac_dem_letter_to_speaker_mccarthy_on_snap_and_farm_bill.pdf\"><span style=\"font-weight: 400;\">opposed<\/span><\/a><span style=\"font-weight: 400;\"> the ideas.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The funding extension also avoids some of the dangers of letting key funding lapse at the end of the year, including what\u2019s known as the \u201c<\/span><a href=\"https:\/\/modernfarmer.com\/2013\/12\/dairy-cliff-wont-fall\/\"><span style=\"font-weight: 400;\">dairy cliff<\/span><\/a><span style=\"font-weight: 400;\">.\u201d In the 1940s, permanent laws were created to establish safety nets for certain commodities deemed essential, including milk. The government was directed to buy dairy at inflated prices to support farm production. That law gets suspended with each Farm Bill, and without a new Farm Bill, there are fears that <\/span><a href=\"https:\/\/www.capitalpress.com\/ag_sectors\/dairy\/farm-bill-timeline-may-depend-on-dairy-cliff\/article_5f87166a-67b4-11ee-8406-bbe58013bf53.html\"><span style=\"font-weight: 400;\">prices for dairy<\/span><\/a><span style=\"font-weight: 400;\"> could shoot up dramatically.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Biden has signed a funding bill that extends the 2018 Farm Bill for another year.
